Property managers can no longer require a damage deposit to be submitted before a lease agreement is entered with the tenant per Bill 239 (https://web2.gov.mb.ca/bills/42-5/pdf/b239.pdf) which came into force on May 30th, 2023. This applies to pet deposits as well. A security and pet deposit can be required once the landlord and tenant enter into the tenancy agreement or the landlord consents to an assignment.
