The Low Carbon Economy Fund
The Low Carbon Economy Fund (LCEF) helps reduce Canada’s greenhouse gas (GHG) emissions, promote clean growth, build resilient communities, and create quality jobs for Canadians. It offers support through four key funding streams:
- Low Carbon Economy Challenge: Funds the adoption of proven low-carbon technologies to lower GHG emissions.
- Low Carbon Economy Leadership Fund: Provides support to provinces and territories to help meet their emission reduction commitments.
- Indigenous Leadership Fund: Focuses on clean energy and energy efficiency projects led by First Nations, Inuit, and Métis governments, communities, and organizations.
- Implementation Readiness Fund: Aims to enhance the preparedness of emissions reduction projects through targeted activities and investments.
Canada Greener Homes Affordability Program
The Canada Greener Homes Initiative helps homeowners reduce costs, create jobs, and combat climate change. Programs like the Oil to Heat Pumps Affordability initiative, Canada Greener Affordable Housing, and Canada Greener Home Loan have already enabled tens of thousands of Canadians to enhance their homes’ energy efficiency. Upgrades include switching to heat pumps for heating and cooling, installing energy-efficient windows and doors, and improving insulation. Specifically designed for community and affordable housing providers, the Canada Greener Affordable Housing program offers funding for pre-retrofit activities, along with forgivable and low-interest loans to support deep energy retrofits of multi-unit residential buildings. Providers can receive up to $130,000 for pre-retrofit activities and loans of up to $170,000 per unit for eligible retrofit costs.
Federation of Canadian Municipalities – Sustainable Affordable Housing
The Green Municipal Fund offers support throughout the life cycle of an affordable housing construction project through five funding options:
Planning: Early support to assist eligible housing providers to get started on achieving more sustainable affordable housing initiatives
Studies: Assess the approaches needed to implement an eligible energy efficient pilot or capital project in detail
Pilot projects: Test out a new or innovative approach on a small scale
Retrofit capital projects: Complete the renovation of existing housing units with the installation of energy efficient technologies
New-build capital projects: Construct new homes that are highly energy efficient

The Energy Efficiency Assistance Program
The Energy Efficiency Assistance Program offers free and subsidized energy efficiency upgrades for single-detached or semi-detached rental properties with qualifying low- to moderate-income tenants. Non-profit housing providers can receive free insulation, subsidized natural gas furnaces, boiler rebates, and energy-saving devices like LED light bulbs and efficient showerheads.
Non-profit housing providers may qualify for the Commercial Energy Audit Program, which offers financial incentives and technical support for ASHRAE Level 2 or 3 energy audits. Participants receive a detailed report outlining energy-saving opportunities for their building’s envelope, lighting, and HVAC systems, along with applicable Efficiency Manitoba incentives.
Non-profit housing providers may be eligible for the Commercial Deep Energy Retrofit Program, which offers incentives and technical support for major energy efficiency renovations that reduce energy use by 20% or more from the pre-renovation baseline.
The In-Suite Energy Efficiency Program assists property managers and owners of multi-unit residential buildings in enhancing suite energy efficiency. It offers free Basic Upgrades like A-line bulbs and faucet aerators, along with incentives of up to $250 for Premium Upgrades, which include smart thermostats and advanced HRV controls.

Affordable Housing Fund
Affordable Housing Fund: The Affordable Housing Fund (formerly, the Co-Investment Fund) provides grants and financing for new affordable housing construction and existing affordable housing renewal and repair.

Canada Greener Affordable Housing Program: Canada Greener Affordable Housing provides low-interest loans and grants for deep energy retrofits. Multi-unit (5+) residential can access the program if they target at 70% reduction in energy consumption and an 80% reduction in greenhouse gas emissions.
Applications for retrofit funding are accepted on a continuous basis until the available funding have been fully committed. Learn more and apply here
Green and Inclusive Buildings Program
With $1.5 billion in federal funding, the GICB Program aims to enhance the availability and condition of community buildings in Canadian communities with higher needs while improving energy efficiency and resilience. The program supports retrofits, repairs, and upgrades of existing publicly accessible buildings, as well as the construction of new ones.
Community buildings often serve multiple purposes, such as a community center housing a daycare or administrative offices, but at least two-thirds of the space must be publicly accessible to qualify.
Small and Medium Retrofits: Eligible projects with costs between $100,000 and $2,999,999 can apply from August 1, 2024, to October 16, 2024, at 14:00.
Large Retrofits and New Builds: Projects with costs between $3 million and $25 million can apply from September 4, 2024, to October 16, 2024, at 14:00.
