Overheated housing markets in Toronto and Vancouver have drawn much attention in the past few years. Some say the root cause is unprecedented demand.  Others point to the supply side of the market citing burdensome regulations that slow down the construction of new homes.

Leilani Farha , UN Special Rapporteur on the right to adequate housing, in a recent op-ed piece in the Globe and Mail argues that neither supply or demand is the culprit. Rather it is the failure of governments to govern in a manner that is consistent with human rights.
